🔑 Key IBA Points — Annexure III
Point 3: After Chart fitment, add back JAIIB/CAIIB increments in new scale. If capped at regular max, unabsorbed → PQP in lieu from Day 1.
Point 4/5/6: If fitted basic beyond regular max → sliding (Point 5) or stagnation (Point 6). Stagnation date inherits from previous scale.
PQP Continuation: PQP stage carries over. Fresh cycle only starts after reaching new scale max.
Cap: Add‑back stops at regular maximum of new scale (₹93,960 for Scale II, ₹1,05,280 for Scale III).
